Design Review Board
Committee Overview
Section 1.30 of the City's Municipal Code lays out the guidelines for the Design Review Board.
Membership: Shall consist of five members appointed by the Mayor, subject to confirmation by the Council, for staggered terms of two years. One member shall be a member of the Plan Commission. To the greatest extent practicable, members shall have interest or experience in architecture, landscaping or land planning. The Building Inspector shall attend meetings, upon request, to provide technical assistance as requested by the Board.
Quorum: Three members shall constitute a quorum.
Officers: The Board shall elect its own officers.
Meetings: This Committee meets as needed.
Duties: The Board shall have the powers and duties prescribed in Chapter 17 of the Municipal Code.
Committee Duties
The Board shall have the powers and duties described in Chapter 17 of the Municipal Code. The Board is responsible for the following:
All new commercial, multi-family, buildings including 5 or more dwelling units and industrial development within the City are subject to design review. New development includes one or more of the following types of development: building, landscaping, signage, lighting, parking areas, alterations of walls or roofs requiring building permits, landscaping as a part of new or renovated development or a new parking area and site clearance activities including tree removal, grading, excavation or land-filling. New development does not include landscaping for minor additions to existing landscaping. Painting and re-roofing are considered design alterations.
- Design Review approval is required prior to site clearance activities such as tree- removal, grading, excavation or filling.
- Design review approval is required prior to issuance of a building permit for new commercial, multi-family, and industrial development or for exterior wall and roof alterations to existing commercial, multi-family, and industrial development.
